No one has reported this story, as far as I can tell. No, but a lot of us know exactly what he is talking about. The gal from City Journal whose article Lindy linked got a few millimeters closer to the truth of things than the author of the article you linked but both are spot on. A combination of the breakdown of the criminal justice system in NO before the Hurricane struck and the wolves on sheep angle your author points out. But they are essentialy the same thing.
