For the most part they have. But Louisiana is probably the most race conscious state in the country. Even New Orleans, which is fairly tolerant, had this elaborate system where people were black, creole, quadroon, etc. Each with a different social status. Now true, those classifications aren't nearly as important as they were in the past, but their shadows still are there. Louisiana as a whole hasn't had enough economic development to make it easy for them to overcome this.
