The federal government deserves most of the blame. They are in charge of massive relief efforts through FEMA. Not local governments. Besides, the local government was completely wiped out. Joe Scarborough, a hurricane relief expert, totally agrees with this. Is is also a former GOP congressman.

The local mayor told his people to leave two days in advance. What else could be do once the flooding began? Even his own policeman had nothing. No cars, no water, no food, nothing.

The feds also neglected Mississippi for at least two days after the storm. Almost no help until the third and fourth day.

Meanwhile the governors should have done more, but their Guardsmen were mainly in Iraq along with all of the best and desperately needed equipment. Bush should have been there for New Orleans and Mississippi, but he wasn't. Not until 4 days later.
