Feds are responsible for the levees in New Orleans. They are built and managed by the Army corps Of Engineers. not the city of NO or the state. I know you're eager to deflect the terrible failure of Bush on this disaster, but it sticks. All funding for the levee maintenance is federal. It's also a national security issue as terrorists could blow up a levee and flood an entire city. So Homeland Security as well as FEMA and Bush should have been on top of it a long time ago. It's called a total failure of leadership. Are you surprised? Bush has failed in everything he has done except to let oil coimpanies rip us off.
