Now, it's not... after hundreds of billions being spent on a war in Iraq and trillions in tax cuts...

That's right....you're exactly right. Steve is warming up the argument the good ole white boys will be making in the next few weeks when someone starts pointing fingers. And its not just because they wanted to spend the money in Iraq or on a $200+ million bridge to nowhere in Alaska.
