Well written post. Unfortunately, it isn't true. FEMA is authorized to take charge in case of a disaster that affects national security. It was formed in 1979 explicitly to ensure continuity of government in case of a nuclear attack and was given pretty broad powers as to what it could do on its own discretion. Heck, Bush can do a lot himself, like he did on 9/11.
