Are you kidding? Did you not know the National Guard is under the jurisdiction of the individual states? That the president cannot simply barge into California (for example) and take over its National Guard units? (The Guard can be federalized in emergencies but only under specific rules and procedures). You didn't know that the Governor waited days to call in the state Guard? You didn't know that the Mayor wanted citizens to sign waivers if they refused to evacuate voluntarily (widely reported in the press)? You didn't know about the huge fleet of school buses left parked in place until flooded up to their roofs (aerial views widely circulated)? You didn't know that Social Security checks arrive on the first of the month?

If you didn't know these things, maybe it is because you are depending too much on columnists who only are interested in blaming the White House.

The article I posted is full of specifics. Which of them do you dispute? The author is a retired federal official but I don't have permission to name him (because the communication was not directly to me).

This is an unprecedented disaster with so many facets that it will be months before impartial analysts (if there are any) will be able to sort out if, where, and why response efforts failed to measure up.

Did you know that one reason why it was impossible to fly in aid earlier is that the area airports were out of service and that there were no operational control towers, no radar, no air traffic control, and no working communications? Where and how would you have suggested that huge cargo jets try to land?
