USA has a lot of tax-agreements with other nations, usually to at least avoid double-taxation of US citizens. That, I guess, also applies to the citizens of that non-US nation, after the agreement has been agreed on.

As far as I know that applies at the Federal level, sic Federal Income Taxes. We also have bilateral agreements on VAT recovery though I don't know how that applies to foreigners who pay State Sales tax. [It would be handy to have someone on the thread who is in that situation say something on that, e.g., if you're a Canadian working/living in the US is there a way for you to recover the sales tax paid.] Also, would the Canadian be exempt from State income tax?
