Ted, I hear it's twice as expensive to build a subway in L.A. than in, say, NYC because the L.A. subway has to withstand an earthquake. Should the Feds have to pay for the extra cost? If not, then why should the Feds be responsible for upgrading the Louisiana levees?

Why shouldn't the feds pay for it? Forget for a moment that LA contributes a huge share to the gas taxes from whence comes the money for the subway. There are special issues that add to construction costs in almost every city. In NYC they have to bore through bedrock......do you know how time consuming and expense that is? In DC, they had to shore up foundations because DC was built on a swamp and the land shifts easily.

But then with NO, you forget the most important reason for why the feds should pay for the cost.....the NO port serves the nation......provides oil and port facilities for most of the interior of the US. For that reason, its of strategic importance to the nation to keep the NO port system and the people that run it safe. We are finding out just how important as this disaster unfolds.
