Fact is, Bush did what he was supposed to do early on, by the book. What did local officials do? By the book, sort of. What did they ask for? Zilch. Well, debris removal and funding of various programs, etc. Read this as closely as you like. The point comes clear that what we see is required now, was not foreseen by those closest to the area.
