I don't see any reason to believe that more than 40,000 wanted to leave.

They were out there today trying to get people living in houses with ankle deep water around them to leave, and some still won't leave!

OK, I'll assume that for the sake of argument. Then we would have had only 80K people sitting on rooftops. Do you think that the criticism would have been any less than it is with 120K on rooftops?
