That's entirely possible. It's also possible that a lot of people would have died trying to leave by bus. We can't know.

I had lunch yesterday with a friend who was complaining about the lack of airdrops of food. There apparently were some newsfolk complaining about that because I saw a number of posts here yesterday mocking the notion--one in particular about sandwiches and the Dome. I sent her an article today about how that was a conscious choice made by the guard.

I don't think we can know if it would have been better to drop food and water or not. There are pros and cons either way and the effectiveness is hard to estimate. I think the same applies to busses. So, while I'm not suggesting that they were right not to send the busses, I am suggesting that go a little easier on them because we can't be sure an alternative outcome would have been better.
