The mayor should not have had to worry about liability (imo)- when thinking about calling for an evacuation.

I agree with that. A disaster is a paradigm shift. Just as it becomes OK to loot grocery stores, the rules for liability have to shift. You can't be so worried about being liable for some volunteer with a boat running over a civilian that you don't send volunteers with boats out to rescue people.
