Well, that's the way it works in federal law and Virginia law, and, while it's been a while since I cracked a Louisiana code, I am pretty sure that's the way it works in Louisiana law, too.

Anyway, he would not be personally liable, since he would have been acting in an official capacity.

But I imagine he had nobody to give him this answer quickly.

He was a cable executive before he became mayor, probably good at business type decisions, seemed out of his depth here.
