In your effort to exonerate the federal govt(Bush), you are overlooking the fact that there are two sides to the equation. It was general bureaucratic paralysis that Nagin is complaining about, the ambiguity of jurisdictional control at the heart of the delay, and he is pointing fingers in all directions. I don't know what control Blanco thought she needed or wanted, but she obviously felt that asking the feds to take over meant losing it. This is what caused needless suffering and death and if this can't get worked out, it will happen again sometime.
