i believe all these plans have state and local gov handling the situation for first 72 to 96 hours. Around 72 to 96 hours you can expect federal agencies to be prepared to aid.

it appears this is what happen. all communities plans will be reviewed and updated after NO. perhaps all future real estate sales should include at time of closing statements to disclose real abilities to evacuate in case of a major disaster, nuke power plant melt down, hurricane, fires, terrorist radiation bomb etc.

I believe on long island if one of the nuke plants started a melt down there is absolutely no way to evacuate those people. Population is too terrific for roads and mass transit to evacuate. Do we stop building on long island?

The Pres flew over on Wed. Don't think he visited until Fri.

Don't think it takes 5 days to get a few helicopters running to ferry palettes of supplies.

Don't know what went on between the guv and the feds, but I doubt the constitution has much to do with it. If it did, it would have been worked out long ago with all states. It's a logistical issue. The national guard is not sitting home tending their gardens. They're in uniform all the time. You're thinking of the reserve.

Can you actually find me one person who has screamed bloody murder about the NG providing relief in a disaster? Please.
It's heavyhanded stuff like stopping Wal-Mart trucks from bringing supplies into the area, or shutting down emergency communication networks being run by the police that doesn't quite wash, or how about the Secret Service shutting down communications in the Super dome for 8 hours so Laura Bush could get a photo op. That's the kind of stuff that just leaves you shaking your head.
