Let me present something not be able to understand, because it is using normal, not a "liberal logic": When somethng is a non-emergency, not time sensitive, use competitive bidding. When something is an emergency, and time is of the essense, use a pre-qualified contractor that has done this sort of work for government before, skip competitive bidding.


I see, Mr. voted-for-Bush-twice Republican, the neocons eliminated competitive bidding so Halliburton could get the city cleaned up but they couldn't get food and water to the people of New Orleans until five days after the hurricane. Sorry, Mr. voted-for-an-incompetent-president-twice Republican, we are not impressed with this small attempt by this gov't at speed. For most of us, its just business as you usual for the oil industry president who awards contracts unbidded left and right to oil industry cronies, particularly the former employer of Mr. Cheney, Halliburton. Let's guess who's going to be giving your Mr. Bush a job after he leaves office. Let them eat oil!
