I'm not trying to "paper over" anything.

I just happen to believe the response to this crisis was as good as it might reasonably have been.

The REAL MISTAKE was the City's failure to have a disaster plan. It was NOT the federal government's task to evacuate these people who have died, or to at least OFFER to provide a means out. It was the City's. The city had no plan for dealing with this crisis, even though they KNEW it could happen.
