Some of the logistics problems should have been solved by the 31st(96 hours later). Were they? If not who is responsible?

You couldn't physically start moving any major amount of logistical help until after the storm on Tuesday the 31st. They were there three days later on Friday the 2nd. That is the fastest any Federal logistical help has ever got in. And they did it with only one major road [I-10] available.
