Sure has happened before... just look to the horse lawyer that was named head of FEMA. Bush has a habit of naming loyal cronies with zero experience to important positions. He's the worst administrator I've ever seen.

David,

I like Roberts, but I find it strange that someone who hasn't first spent time on the Court would be made Chief. I guess it has happened before, but it seems odd to me.

I agree.

One thing I wonder (it wasn't explained well in a brief story I have seen on TV). Is he still a replacement for O'Connor seat, or does he now become a replacement for Renquist seat?

I hope he continues as a replacement of the O'Connor seat, and she will be out of there as soon as he is confirmed, with Renquist seat staying vacant pending the next appointment.

The reason is that it would be better if Roberts becomes a replacement for O'Connor, both being sort of mainstream conservatives (O'Connor being a flaky one), and then, Bush can nominate kind of a purist for Renquist seat, which is what he has been in his younger days.
