The mayor has to be someone who can deal with the everyday issues, like the schools, garbage collection, et al. It's hard to expect a mayor of a city to know what to do during a hurricane, though it's great if that mayor can. But it's easy to expect a FEMA official to know.

Mayors are not elected for their expertise in handling colossal national disasters. FEMA officials ostensibly are.

Maybe there is a lesson here. A mayor is an executive, a manager. Maybe those qualities were not considered adequately by citizens of, say New Orleans.
