It can come back "better" in that secure flood protection can be provided over a much smaller area at a much more reasonable cost. It would be insane to have it come back "bigger"....<NG>

Looks like the suburbs to the West of the city are more or less intact enough to be rehabilitated, as is the downtown/French quarter. So there is going to be a city there but its center of gravity might move a bit westward.
