Drowning pretty much establishes death shortly after the storm I would think. Dehydration means they sat around for days without water. Time of death can be established by the condition of a dry corpse. Come to think of it, I think the same is true for a wet one. They have all this worked out, you know. They do experiments on corpses. You know, leave 'em out and see how they rot.
