That's yet another clue to the stout, relentless takeover of each and every emergency by the Pentagon... FEMA is civilian, hence pushed aside. That's basically why Dr. Preston "Chip" Rich and his top-notch mobile surgery unit got stranded in the middle of nowhere... allegedly because of red-tape fusspots (*). I suspect the real reason is that these crack medics are not military --hence they don't fit in with the Pentagon's PR agenda to turn the whole Louisiana relief enterprise into a military achievement. The brass want Joe Six-Pack to see heroic medics in military fatigues, not in white lab coats!
