He's probably second or third down the list in the blame game.
The fact that he's a likeable guy shouldn't matter but in politics it does.

Nagin isn't an idiot. He knows that Bush wants to blame the governor, and that Bush will be the main source of help from here on out. Is the state of Louisiana capable of rebuilding NO? He's just doing what helps his city the most, right now.

The governor is going to be the designated "fall woman", irregardless of the facts, whatever they are. She may deserve it, but she's going to BE it. Behind it will be some subtle blackmail.
