Because for the most part, they don't know anyone who is well educated. So they don't tend to see the value of a good education. It is a chicken and egg problem. I was the first in my extended family to graduate with a 4 year degree. Most of my people were farmers, some still are. And they weren't/aren't stupid people, but subsistence farmers just aren't in a position of education for its own sake.

Let me ask you a question, how many black Americans do you know? I know a few. My neighborhood is about 30% black.

I'll grant you that there are some racist individuals, but the rest of your assertions show a total disconnect from reality. Texas A&M, a university which I attend, has a very aggressive program to attract minority students. The head of my department is a black woman. One of our new professors is a black woman. On the grad level in CS, black males and white males are probably about equal, the majority are Asian. Now true, on the whole, whites out number blacks. But given the circumstances, my thesis is a whole lot more likely than yours.
