Bush to lead investigation into his own failure ...

Perhaps Bush sees himself as an independent investigator. Independent being not involved in the incident. And there is some truth to that. He wasn't involved for quite a while.

Bush just became a comedian and his own straight man with his "investigation" of his own incompetence. He's a bad joke on America. I wonder if he'll discover his first life mistake in appointing an incompetent horse lawyer to run FEMA? Or was it remaining on vacation while a Cat 5 hurricane approached? Or playing guitar in San Diego wile New Orleans was drowning?

Naturally his investigation will reveal it was totally the fault of the local and state officials and that he should have continued his vacation in Texas, as there was just nothing he could do...
