Nagin did say that....I think by that he knew there were no supplies there. Remeber, in the beginning, that facility was just to be for the people who were incapable on their own, or ill, etc.

Don't know how he thought 100,000 people were to leave the city if the people didn't have transportation to get out, and the buses hadn't been cared for....

Obviously, there is a major disconnect in their plan as First Responders.
