Given that FEMA apparently finds out about trouble spots from the newspapers, those people will have to wait until there are reporters on the spot.

Well I don't understand what the problem is with Jefferson Parish other than sheer stupidity. It would seem that Bush told them to get on it with NO and apparently that means at the exclusion of everyone else in LA. No matter what happens going forward they have to get people into FEMA who know what they are doing.

In the meantime, the mayor of Baltimore is saying that to expect a quick response from FEMA may be a thing of the past and that mayors may need to develop a plan to stand on their own for some days after a disaster hits. Its always been traditional for FEMA to step in right away. I am unclear why the Baltimore mayor thinks that has changed for good.
