The reason they want to stay in Texas is that they are no longer up to their asses in water. Texas can be a very good place for those seeking dry land.

It's pretty amazing that a huge city is totally deserted because of a natural disaster and won't be inhabitable for possibly a year or more. It's a good time for a new start for the poor who have no means of rebuilding anyhow. The economy is destroyed so no jobs. Nothing like this has ever happened in the US before.
