I think it is pretty clear that the US is getting out of the disaster recovery business. It is being outsourced to the charities, and it is every community for itself.

If that's true, its because they don't want to give back the tax cuts. Unfortunately for them, its too late.....I think next year may be the year that the tax cuts are ended.
