Yep... just as the CIA predicted before the war (and consistent with the potential problems predicted by Bush I and Scowcroft).

Saddam would have fed them, and anyone accused of harboring them, into meat grinders or something.

This is one of the obvious risks you run when toppling a dictatorship.

Still, nothing says the current sad state of affairs will persist forever... I believe that once the US has departed, and the Iraqi civil war has resolved itself (with the Shiites and Kurds winning that conflict, at least securing their own lands), and the 'nation' of Iraq is redrawn to reflect the new power realities... that the global risk of Iraqi-spawned terrorism will be much reduced.
