The mayor issued a mandatory evacuation order over the weekend, but no one listened and the completely inept mayor did nothing about it... neither did the governor... those very stupid people brought much of their own misery upon themselves... the governor didn't ask for federal help until Wednesday, and by then it was already too late and only made it look like Bush did nothing... the fact is that Bush couldn't do anything until he was asked...
