In every group here are is representation from the diverse subsets of the population at large. The sad thing is that New Orleans made no effort to secure the prisoners form the county jail, nor to transport the poor to safety. It is reasonable to assume these populations are over-represented in the group that stayed.

Of course with Err America's host Randi Rhodes urging the citizens to loot and steal, their will power to remain honest might have been just overcome.
