Everyone in Oregon has firearms. I have two plinkers little .22's. Had them for years and years. Thing is there will always be people who do not plan or cannot afford to plan. FEMA's job is to plan. I can see how people got trapped in the speed of things. But why not encourage every bass boat owner within 200 miles to bring his or her boat with lots of water etc. immediately before civil disorder broke out. Barring that why would it take 4-6 days to helicopter water into the dome? tom
