my father puts the brunt of blame on the city first, then the state, then fed gov

and he in no way blames any of the current office holders

for in the 60's Betsy and Camille hit NO hard and EVERYONE from that decade on knew how vulnerable NO was

preparations and procedures should have been put in place starting then and tweaked out every year since and reviewed

40 years of ball dropping

and look at the tragic human suffering it caused
