My WAG is that how these things work behind the scenes is that FEMA, the experts that do these things every year, call up the locals and say "You've got a big f'ing problem coming at you and you need to do this and this and this, right now or you are in deep s---". FEMA doesn't just sit back and say "The dumb SOB's didn't call, so we're not going to do a damn thing". <At least I hope they don't.> Louisiana is certainly one of the most politically challenged states, with New Orleans maybe it's most politically challenged city. Frankly, you don't expect much. You expect more from FEMA... this is their mission, this is what they do every day. John

Bush's best buddy from the Texas Guard cover-up runs FEMA. Before the election, Bush made FEMA jump and had them in position before the hurricanes even hit. This time, FEMA was very-very slow and inept. Bush was too. Because there are no sense of crisis. Because there were no electoral votes to lose. If you give FEMA an F that means Bush gets an F. And local aurhorities were literally underwater. Even state authorities were 50% underwater, and 50% sent over to Iraq. So even if staties moved slowly, they were handicapped by Bush's war. And Haley Barbour of Miss. is a close Bush crony, so if you attack Blanco then attack Barbour too. Both states suffered terrible damage and almost no afterwards.
