Remember the Civil War? There are good reasons there is a process involved for the call up of troops. Also, the National Guard is not subject to the Posse Comitatus Act and can engage in law enforcement activities, except when federalized. ngb.army.mil

Once an emergency is declared you want professionals handling the situation - not gated by political hacks of any party. When to declare? That to can be decided ahead of time - Cat 1/2's can be handled similar to the past (ie reactive). Cat 3 and up should probably require declarations before landfall and specific procedural steps to be taken. For these killer storms - resources could be put in motion faster. For example - if the law allowed it an the NG General in charge had requested 82nd Airborne help on Sunday when major damage was expected - he would have had these resources 2-3 days earlier. The politicians should actually love this - they can work funding, use oversight to critique and appear for photo ops. John

John I would disagree totally the local government should rule... I do not want the federal government here unless called in... We were subject to the affects of 4 Hurricannes last year where I live in Florida and the local government had plans (made us evacuate more than once) and did an all around great job... I was in Punta Gorda for instance (volunteer) day after Charlie the locals took care of business... Same for Ivan, Francis and Jeanne... I saw the locals evacuate hospitals Nursing homes Etc. Between our Governor Bush and local Emergency management they were prepared. Louisiana State and local dropped the ball. It is a disgrace...
