he sent them in on 9/11. Now it very well may be the case that he overstepped a bound there, though. And decided he didn't want to do it again. I don't claim to know the relevant laws on that.

But, the National Response Plan codified a lot of things that bypass the local and state when an emergency occurs or even if they think one is occuring. When Bush declared Louisiana and Mississippi disaster areas, FEMA was fully authorized to do what they wanted to do. Apparently, they weren't in any hurry. Especially in the areas outside of New Orleans.
