They didn't need armed protection outside of New Orleans, even assuming they needed it in New Orleans. And those areas are still sans aid. If only a few blocks in the middle of New Orleans had been damaged, it is doubtful that looting would have been a problem either. Knock the whole city out, like when the great blackout occurred, and things change.
