This was on one of the canals. Part of closing the breach was building a levee next to the wall. Truck after truck backing down and dumping with a small dozer shoving and smoothing the fill. My guess is they used a wall instead of a dirt levee so they could maintain the full depth of the canal right to the edge for tying up boats and barges.
