Outside of New Orleans the water receded a while ago.

Are you kidding? What about the hospital ship in the gulf, loaded with relief supplies and snall boats, awaiting orders 'til the weekend. There were plenty of staging areas out of harms way... Florida, Texas or the southern gulf (for ships) come to mind.

The guys running FEMA now are a bunch of hacks... that's why you like them. They know nothing about disaster relief... that's why all the talent from FEMA has left is disgust.
