Bush doesn't have the wisdom to see the indirect consequences of his actions. That's why he appointed an unqualified person to head FEMA. Sometimes you can get away with appointing hacks, it makes little difference who's the head of the Department of commerce, for example. You can even get away with it at FEMA or NASA for awhile, but when the shit hits the fan... Any of us who buys into "they are too stupid to do the right thing" scenario might be missing out on their motives in tandem with the Bush strategy. If the folks in Orleans Parrish were white they would have acted faster IMO. Orleans Parrish was one of the few that voted Kerry last time. Rove engineered the payback IMO.
