My feeling is this: Mandatory evacuation should be on a block by block basis not overall. If your block was under water it ought to be enforced. If it was high and dry it shouldnt. I can understand people reluctant to leave perfectly good homes, especially in the lawless environment. On the other hand if their home was invaded by 5 feet of water there is no point in them remaining. jdn
