Look - they can't protect for every contingency - true - but they can build the levees much stronger than they did - with Federal help and money of course. Wouldn't it have been better to have the US govt. pay an extra 1-2 billion to hold back most of this water - saving us from paying an extra 100 billion now. That's what I'm talking about. They were cutting money to do this kind of thing over the last few years - when they should have been increasing it. Penny wise, pound foolish.
