For pete's sake, I hope homeland security money is not used to fund infrastructure stuff......that's the business of state and local governments, who issue municipal bonds to pay for that.

Are you saying that if water mains or gas mains are weak in my area (and many do burst and shut down roads and entire neighborhoods from time to time, because some moronic builder didn't know better and drove his machinery into them), we should get the feds to pay for it with our IRS tax dollars?

Homeland security expenditures are supposed to extend further than freeways and water pipes.

Well that money is not used to fill my fridge or wax my car either. What's your point?

That's more that hearing so I simply wanted to see those submarines or read about the technology. I googled for it and couldn't find submarines used for bomb detection on any bridges or detection of bombs period. Found some talk about Syria having some diesel subs but that's all I found.
It should be easy to find being such an outrageous expenditure but I could not.
