The real problem is that anyone who shows initiative, like those two helicopter pilots did, gets squashed. Is it any wonder, then, that all of those firefighters sent to help had to sit through sexual harassment training before being dispatched?

Does anyone in their right mind really believe that Bush or the obviously incompetent Brown ordered this? Do you think it occurred to anyone conducting the training that this was a complete waste of time? I think so, but they are taught rules are rules, always to be followed. How many people are willing to destroy their career and ignore the rules?

I also wonder how many of the firefighters stood up at some point and said "Give me a break!"

Red tape - whether it is local, state, or national - rules the roost.
