The only TRULY non-partisan (and effective) redistricting system that I'm aware of is in Iowa --- where it has worked fine for years.

The non-partisan panel of retired judges that is tasked with the redistricting operates under a few CLEAR RULES. They cannot violate these rules:

1) Districts of equal population.

2) Districts to be GEOGRAPHICALLY COMPACT (ie, not allowed to meander all over the place like a snake).

3) Unless ABSOLUTELY NECESSARY because of the first two rules, counties and or cities are NEVER to be divided.

I look forward to the day that the REST of the country can give the deep-six to corrupt partisan gerrymandering, too.

Looks like Ohio, California, and maybe CO will have an opportunity to stop the corruption this year....
