Oh dear. A very sad story. Thanks for posting it.

Bears are never to be trifled with, by which I mean they should be assumed dangerous. I don't think these people were trifling with the bears. It sounds as though even reasonable precautions are insufficient some times.

I've got a couple of neighborhood black bears that show up in the back yard every so often and help themselves to my dogs food. My dog doesn't bother them, so they don't bother him. I guess they've lived here forever, but nobody realized it. The recent building boom has shrunk their habitat, so they have become visible. Black bear are normally very shy and docile, but every so often one goes on a rampage. They're still a lot less dangerous than humans!
