But, in fact he essentially did have them waiting the day after the unprecedented storm (an excuse you use for local and state, as I recall, and this excuse affected all efforts). You cheapen reality.

The 2004 Hurricane Grade A given by you, should demonstrate to us all that FEMA worked despite your other concerns. Katrina, as evidenced by your own excuses for State and Local, was a different animal than State or Local or FEMA had ever encountered. Hence, you prove nothing comparing these two events, let alone that Bush quit caring since 2004.

Levee funding had no clear effect. Two of the major breaks occurred on fully funded Levees which were at "final design stage completion." condition. Locals had squandered Levee money on Administrators Desires for decades, to boot, further spreading the blame.
